  • Agency presentation | ANSES - Agence nationale de sécurité sanitaire de l’alimentation, de l’environnement et du travail
    via food ANSES can therefore apply a cross cutting approach to its health risk benefit assessments by including contributions from the social sciences and humanities before submitting its opinions and recommendations to the authorities and systematically making its work public It is a public organisation of an administrative nature accountable to the French Ministries of Health Agriculture the Environment Labour and Consumer Affairs The Agency relies on a network of 11 reference and research laboratories located in 16 different parts of the country that are internationally recognised in several areas or disciplines It employs nearly 1350 people and calls on around 800 external experts through its expert groups The ANSES Board of Administrators includes the five colleges of the Grenelle Environment round table Public authorities Social partners Professional bodies NGOs and non profit associations Elected officials together with qualified individuals and representatives of Agency staff Voting rights are shared equally between the members of the college of State representatives and the other members The Board of Administrators is assisted by thematic steering committees open to non ANSES experts who are highly involved in and or have a high profile in specific trends in society as a whole These committees help to define directions and priorities for the ANSES work programme There are five of them Environmental Health Occupational Health Food Animal Health and Welfare Plant Health The Agency also relies on a Scientific Board that ensures the quality and independence impartiality of its expertise The Scientific Board is independent and made up exclusively of scientists It gives a large number of seats to foreign scientists It ensures the balance between the Agency s major areas of competence and is also responsible for overseeing the process of assessing the Agency s research activities The Agency organises regular meetings with stakeholders public authorities professional bodies trade unions consumer organisations environmental NGOs associations representing occupational accident victims elected officials qualified figures that take the form of feedback and exchange sessions In addition two to three meetings per year are devoted to presenting specific themes water pesticides plastics bee health etc These are intended for the associations On subjects that are key issues for society the Agency has the ability to set up specific dialogue committees with stakeholders whose mission is to inform the Agency about society s expectations in terms of risk assessment and research In 2011 it set up a dialogue committee on Radiofrequency Emissions and Health chaired by Georges Mercadal Former Vice President of the National Commission for Public Debate while in 2012 it created a dialogue committee on Nanotechnologies chaired by Jean Pierre Tiffon ANSES keeps the public informed through the systematic publication of its work through its website and by organising or participating in some twenty scientific events each year Monthly newsletters one in French one in English are regularly distributed to more than 15 000 French and foreign contacts and an RSS feed on the website provides real time access to news With regard to public debate the

    Health Agriculture the Environment Labour and Consumer Affairs ANSES undertakes independent and pluralistic scientific expert assessments Its principal mission is to contribute to the protection of human health with respect to the environment the workplace and food It also contributes to protecting the health and welfare of animals ensuring plant health evaluating the nutritional and functional characteristics of food It also performs missions regarding veterinary medicinal products In its area of expertise ANSES s mission is to conduct risk assessment to provide the relevent authorities with all available information on these risks and to provide the expert assessment and scientific and technical support necessary for the drafting of laws and regulations and the implementation of risk management measures It conducts monitoring alert vigilance and reference missions It defines implements and funds scientific and technical research programmes It recommends measures to the competent authorities for protecting public health When public health is threatened by a serious hazard it recommends the necessary health measures to these authorities It participates in work undertaken by European and international bodies and represents France at the request of the Government To fulfil its missions the Agency organizes collective expert assessment in its sphere of competence relying in particular on the Expert Committees CES sets up a network of organisations and coordinates their work in order to assess the health risks in its sphere of competence contributes to information training dissemination of scientific and technical literature and public debate which it stimulates and encourages helps shape national and EU level research policies in its spheres of competence creates scientific and technical databases in its spheres of competence or helps others create them sets up a nutritional vigilance system and participates in the toxicant monitoring system sets up observatories on the products and processes falling within its sphere of competence as well as on their use or dissemination engages in national and EU reference laboratory activities in its sphere of competence and conducts research studies provides the competent authorities with the expertise and scientific and technical support necessary for the evaluation of biocidal and chemical substances and products as well as plant protection products additives fertilisers and growing media ANSES may enter into agreements or participate in public interest groups with any French or foreign public or private body such as educational and research institutions that have missions that complement its own In particular the Agency may establish contractual relations with the following institutions Agence de l environnement et de la maîtrise de l énergie French Environment and Energy Management Agency Agence française de sécurité sanitaire des produits de santé French Health Products Safety Agency Agence nationale pour l amélioration des conditions de travail French National Agency for the Improvement of Working Conditions Bureau de recherches géologiques et minières French Bureau of Geological and Mining Research Caisse centrale de la mutualité sociale agricole Central Fund for the Agricultural Mutual Insurance Scheme Centre international de recherche agronomique pour le développement International Centre for Agricultural Research for Development Centre national

    Act No 2011 2012 of 29 December 2011 on the strengthening of health protection with respect to medicinal and health products in French and its subordinate legislation French Decree No 2012 745 of 9 May 2012 on public declaration of interests and transparency with regard to public health and safety in French and the Ministerial Order of 5 July 2012 specifying standard public declaration of interest documents referred to in Article L 1451 1 of the French Public Health Code in French standardised the DPI in a single form that is binding on all health agencies and competent authorities in matters of public health Scope of the DPI The DPI covers activities performed over the past five years related to the scope of ANSES s missions for its relevant officials members of its Board of Administrators its Scientific Board and its Committee for Ethical Standards and the Prevention of Conflicts of Interest the field of competence of the committee or working group concerned for the members of its expert groups and individuals invited to contribute their expertise without being members expert rapporteurs on a given issue Who must complete a DPI Members of expert bodies ANSES officials whose functions are directly related to expert assessment and individuals invited to contribute their expertise to collegial bodies without being a member must complete a written public declaration of interests In accordance with Article L 1451 1 of the French Public Health Code CSP experts may only take part in the work deliberations and voting of bodies in which they serve once their DPI has been submitted to ANSES When is it necessary to complete a DPI All individuals listed above are required to submit a DPI in writing at the time they take office The DPI is then updated at the initiative of the person concerned on the occasion of any event likely to give rise to changes in its content Main items in the DPI 1 Main activity 2 Secondary activities undertaken 2 1 Participation in governing bodies of another organisation 2 2 Business consultancy advisory or expert activity 2 3 Participation in scientific research testing studies 2 4 Articles conferences seminars training 2 5 Inventions holding of a patent or intellectual property rights 3 Managerial activities funded by a for profit organisation 4 Financial interest in the capital of a company 5 Close relatives parents spouse children or stepchildren that are employees and or have a financial interest in an organisation in the relevant field 6 Other relationships of interest Procedures for processing the DPIs ANSES collects the declarations of relationships of interest from individuals contributing to expert appraisals Anyone contributing expertise is subject to the principle of impartiality They may not be involved with an issue in which they might have an indirect or direct private or personal interest to uphold which would then be regarded as having a conflict of interest It is therefore their responsibility to declare all their relationships of interest in their DPI and update

    Food and nutrition Animal health and nutrition Occupational health Environmental health Veterinary medicine Plant health protection Plant protection products biocides fertilisers Alphabetical Index Opinions Reports Publications Events Calls Consultations Calls for applications from experts Calls for research projects OELs post expertise consultation Opinion currently under consultation Press Room ANSES French Agency for Food Environmental and Occupational Health Safety Search form Home Forward Thinking Exercise 2020 a a Forward Thinking Exercise 2020 In 2012 ANSES conducted a forward thinking exercise involving some of its staff members its Scientific Board and two leading authorities from outside the Agency The purpose was to think in advance about what the main priorities for our work programme might be by 2020 The time horizonof 2020 was chosen as representing an intermediate timescale between short term planning as might be expressed in goals and performance contracts and more conventional long term projections that usually look forward to 2050 This is the right timescale to think in terms of planning research or developing skills within the Agency The 2012 exercise dealt principally with health and safety meaning human health in the general population and at the workplace based on a products environment approach and also animal and plant health Such an exercise mainly takes the form of an extrapolation from the current situation based on an analysis of the variables that lead to changes in the health risk landscape An exercise in longer term forward thinking would have led to a distinction between different scenarios Considering the variables described below these could have been entitled successful ecological transition a global economic crisis or a globalised world and intensive production Since the timescale chosen was short the exercise essentially consisted in composing a probable scenario incorporating several coexisting trends similar to those pertaining at present The work involved several phases including methodological framing and drafting of a preparatory document It contained an initial view of the variables governing the changing challenges facing the Agency divided into four groups risks related to technological developments risks related to social changes changing disease patterns and new possibilities for investigation together with a list of useful references A symposium centred on four issues the factors determining change in the risks to be dealt with a 2020 work plan for ANSES future political agendas and changing working methods within the Agency Following the symposium a summary was drafted and presented at the Scientific Board session on 19 November 2012 The conclusions of this work highlight several elements that influence risk change environmental pressure global organisational developments societal evolutions technologies These elements will have an impact on the Agency s activities especially as concerns chemical agents with improved understanding of the complexity of exposures non infectious diseases and their origin new technologies new agricultural production methods resistance phenomena especially for pesticides and antibiotics various crises linked for example to infectious diseases or food habits and antimicrobial resistance Forward thinking 2020 Report on the forward thinking exercise Forward thinking 2020 Summary Notice to readers This
