    is also responsible for the administrative and financial coordination of European projects coordinated by ANSES It supports the Agency s risk assessment research and reference activities and assists in preparing European project proposal dossiers Human food and nutrition At a very early stage the direct relationship between agriculture the agro food industry the consumer and citizen was taken into account in public health policies at the national and European levels and the concept of integrated farm to fork food management was adopted Through its wide expert mandates covering both food and the environment thanks to support from its various laboratories and its role as advisor to the Joint laboratories service unit of the Ministry of the Economy ANSES is now in a strategic position to further implement this approach It can play an important role in acquiring and integrating data on microbiological and chemical risks related to plants as highlighted specifically in the last two years by the issue of the potential cocktail effects of pesticides and by major international epidemics In collaboration with its partners the Agency is specifically involved in methodological aspects such as the development of databases on contamination on exposure and composition of foods and assessment methodologies as well as research in partnership with EFSA and risk assessment projects Animal health and veterinary medicinal products In the field of animal health the structure of ANSES is unique in Europe The Agency includes experts in risk assessment the French Agency for Veterinary Medicinal Products ANMV research and reference laboratories and scientific and technical expert appraisal groups This means that ANSES can bring teams together quickly to address emerging health issues The effectiveness of the system is enhanced through training and prevention programmes in regions outside the European Union where risks may emerge or regions through which animals travel These actions are mostly carried out within the framework of projects managed by the Ministry of Agriculture or by supranational bodies such as the OIE and the FAO The Agency is heavily involved with its partners in programmes concerning regulated diseases but also in those on emerging or re emerging exotic diseases and thus pools expertise with its European and international partners Issues concerning veterinary medicinal products are increasingly managed at the European or even international level Within ANSES the ANMV acts as the competent French authority in relation to the European Medicines Agency EMA but also as a collaborating centre of the World Organisation for Animal Health OIE As part of the OIE network the ANMV is a leader in terms of research expert appraisals standardisation and communication of applicable methodologies within its area of expertise The Agency evaluates dossiers on veterinary medicinal products at the European level and is strongly committed to the project to revise EU veterinary medicinal product legislation It is also involved in the system for monitoring antimicrobial resistance and participates in discussions held by expert groups from the EMA and by other groups internationally The Agency sits on the Board of the Med

    Animal health and nutrition Occupational health Environmental health Veterinary medicine Plant health protection Plant protection products biocides fertilisers Alphabetical Index Opinions Reports Publications Events Calls Consultations Calls for applications from experts Calls for research projects OELs post expertise consultation Opinion currently under consultation Press Room ANSES French Agency for Food Environmental and Occupational Health Safety Search form Home ANSES representing France at international organisations a a ANSES representing France at international organisations There are two prerequisites for organising and coordinating an international network participation in projects carried out by European and international organisations development of scientific cooperation with key partners abroad As part of bilateral agreements or on request from government bodies or international organisations the Agency provides scientific technical and methodological support to its institutional partners abroad The Agency represents France In the network of national agencies responsible for assessment of risks related to food for human and animal consumption to plant health and to animal health and welfare coordinated by the European Food Safety Authority EFSA In the network of national agencies responsible for assessment of medicinal products for human or veterinary use coordinated by the European Medicines Agency EMA The Agency is the contact point for various EU bodies ANSES is the national focal point for the European Food Safety Authority EFSA The focal point is an organisation that coordinates and regulates information exchange In this capacity it coordinates scientific information exchange with the other Member States EFSA and French organisations that provide support to EFSA The main role of the focal point is to share and disseminate scientific information related to risk assessments falling within the scope of EFSA s responsibilities One of the specific missions of EFSA is to improve cooperation in Europe To this end the founding regulations of EFSA and its Advisory Forum designate competent authorities as key partners in each Member State There are currently about 400 of these organisations including nearly 20 from France To facilitate the flow of scientific information between EFSA and the national and foreign competent authorities the Advisory Forum and EFSA agreed that there should be a national focal point in each Member State The national focal point is most often within the national risk assessment agency EFSA website The Agency is the contact point for the European Environment Agency EEA The Ministry of Ecology Department for observation and statistics of the General commission for sustainable development is the national focal point for France with the European Environment Agency and in this capacity coordinates and manages the EIONET France network EIONET European Environment Information and Observation Network The network covers 27 different topic groups The Agency was nominated by the Ministry as the main contact point MCP for the environmental health topic and is responsible for organising and coordinating this focus group The MCP ensures that the group brings together all the necessary expertise to fulfil its mission represents France at topic meetings of the EEA and decides on possible participation of other experts ANSES also chose

    activities Cooperation and support missions International expert appraisal activities National Focal Point for EFSA Job Opportunities Job offers Internships theses and post doctoral work My Account login My subscriptions My libraries Fr En News Our Topics Food and nutrition Animal health and nutrition Occupational health Environmental health Veterinary medicine Plant health protection Plant protection products biocides fertilisers Alphabetical Index Opinions Reports Publications Events Calls Consultations Calls for applications from experts Calls for research projects OELs post expertise consultation Opinion currently under consultation Press Room ANSES French Agency for Food Environmental and Occupational Health Safety Search form Home Reference activities at the international level a a Reference activities at the international level The Agency thanks to its laboratories carries out a large number of reference activities both at the EU level and for international organisations mainly in the areas of food safety and animal health It also has mandates as a collaborating centre thereby providing expertise and scientific and technical support Reference laboratories For some pathogenic agents such as viruses bacteria and parasites regulated chemical contaminants or significant emerging contaminants the health authorities need a robust surveillance system with a network of reliable laboratories to perform official analytical testing For each pathogen or regulated contaminant to be monitored accredited laboratories that carry out analyses along with a laboratory known as a reference laboratory are appointed by the health authorities This reference laboratory guarantees the reliability of the tests performed by all the accredited laboratories In addition to the national reference mandates granted to the Agency by the national government ANSES has reference mandates from the following organisations The European Commission 9 mandates Bee health Brucellosis Equine diseases Milk and milk product hygiene Listeria monocytogenes Rabies Antibiotic residues and colouring agents Rabies serology Staphylococci and staphylococcal enterotoxins The World Organisation for Animal Health OIE 14 mandates Caprine arthritis encephalitis Brucellosis Infectious bursitis Ovine epididymitis Maedi visna virus Aujeszky s disease Epizootic haemorrhagic disease Bee diseases Paratuberculosis Contagious bovine pleuropneumonia Rabies Turkey rhinotracheitis Bovine tuberculosis The Food and Agriculture Organisation of the United Nations FAO 4 mandates Paratuberculosis Bovine tuberculosis Brucellosis Bee diseases By developing methodologies carrying out training programmes and organising inter laboratory proficiency testing the Agency helps to reinforce and to harmonise the analytical testing abilities of laboratories within Europe and internationally These activities which ensure the reliability of the data produced by analysis laboratories are particularly important for both the health authorities and the Agency These data determine whether risk management measures are to be taken but they also support risk assessment activities The Agency has developed close working relationships with its main counterpart agencies in Europe that act as reference laboratories in animal health and in food safety It draws on these partnerships to pool and share projects and to optimise the use of resources in order to face the vast and increasingly complex challenges involved in reference activities Collaborating centres In addition to its mandates as reference laboratory ANSES also has two mandates as collaborating centre For the

    point for EFSA protocol agreement signed in November 2007 The main role of the focal point is to liaise with EFSA for implementation of its scientific cooperation policies regarding assessment of risks related to food One of the main missions of the focal point is to ensure sharing and dissemination of scientific information concerning food safety risk assessments Specific actions of the focal point include Participation in focal point meetings organised by EFSA Real time analysis and transmission of calls for tenders and proposals from EFSA Support to the ANSES representative on the EFSA Advisory Forum AF Communication of multilateral requests to the network of national focal points specific technical questions from a national focal point of a Member State including ANSES to counterparts in other Member States Real time update of the EFSA Information Exchange Platform IEP and management of access requests to the platform an electronic database collecting opinions on safety issues published by the Member States when these opinions are of interest Europe wide Promotion of the EFSA Expert Data Base EDB to national experts so that they can apply to be listed This database is accessible both to EFSA and to the focal points of the Member States Networks of scientific organisations supporting EFSA units See the networks of scientific organisations supporting EFSA units page EFSA establishes scientific networks for specific topics These networks comprise national organisations designated by the Member States of the EU which are competent in the areas covered by each network ANSES as the representative of France on the Advisory Forum is responsible for appointing representatives to these various networks As of August 2013 13 networks have been set up in the following areas Animal health and welfare Biological hazards Dietary and chemical monitoring Emerging risks GMOs Plant health Pesticides Scientific Committee transverse issues Biological monitoring Competent organisations capable of assisting EFSA in its tasks under Article 36 of its Founding Regulation See the competent organisations capable of assisting EFSA in its tasks under Article 36 of its Founding Regulation page As per Article 36 of EFSA s Founding Regulation and its implementing procedures in December 2006 EFSA s Management Board approved a list of organisations capable of assisting the Authority in its tasks Networking with these competent organisations gives EFSA access to a wide spectrum of scientific excellence in Europe EFSA may assign the following tasks to these organisations Data collection Preparatory work for scientific opinions Other scientific and technical assistance activities EFSA may award grants to these organisations through calls for proposals to support them in carrying out the requested tasks The organisations included in the list are designated by Member States with the support of focal points Since organisations evolve and needs may change in response to scientific and regulatory developments the list is revised on a regular basis About 420 competent organisations have been appointed by the Member States including 17 from France as per the latest update in June 2013 http www efsa europa eu en art36grants
