    post expertise consultation Opinion currently under consultation Press Room ANSES French Agency for Food Environmental and Occupational Health Safety Search form Home Statement on ANSES quality policy and quality commitment a a Statement on ANSES quality policy and quality commitment The French Agency for Food Environmental and Occupational Health Safety is responsible for assessing risks to human animal and plant health in order to provide the relevant authorities with all the necessary information on these risks along with the scientific and technical expertise required to establish legislative and regulatory provisions and to implement risk management measures Its main activities and roles include risk assessment and expert appraisal national EU level and international reference laboratory for analysis surveillance and research research planning expert appraisal and management of marketing authorisation MA applications for veterinary medicinal products expert appraisal and post MA inspections for veterinary medicinal products training and information It has set up and coordinates a network of scientific organisations with a view to assessing health risks It has a governance structure that is open to all its stakeholders and contributes to public debate in its areas of expertise The Agency s commitments regarding quality management Due to the nature of its missions and its public institution status the Agency must implement all necessary measures to ensure the reliability of its work which has a direct effect on the safety of citizens It must also be accountable for its actions These two requirements underlie the confidence that citizens partners and the State have in the Agency They are the basis for its credibility on both the national and international levels The Agency therefore has a set of permanent objectives stipulated in its Goals and Performance Contract COP The first involves compliance with its code of ethics with regulatory requirements with national and international guidelines and with the technical standards which serve as a framework for its activities Other objectives include competency of Agency personnel deployment of leading edge equipment and top level facilities control of records required for traceability of activities active involvement in European and international scientific networks and compliance with deadlines ANSES has implemented a quality management system for its day to day operations to ensure that its different activities are organised in a coherent and efficient manner This quality management system applies the process approach in compliance with the ISO 9001 standard and includes all the Agency s operational support and management activities Constant efforts will be made to improve the efficiency of the system and a certification process will be undertaken In addition the various professional standards relevant to the Agency will be applied in compliance with the overall ISO 9001 approach They include the NF X 50 110 standard for expert appraisal activities the NF EN ISO CEI 17025 standard for testing and analysis the NF EN ISO CEI 17043 standard for coordination of inter laboratory proficiency testing and the NF EN ISO CEI 17020 standard for inspection activities The Agency is also committed to implementing the

    also responsible for the administrative and financial coordination of European projects coordinated by ANSES It supports the Agency s risk assessment research and reference activities and assists in preparing European project proposal dossiers Human food and nutrition At a very early stage the direct relationship between agriculture the agro food industry the consumer and citizen was taken into account in public health policies at the national and European levels and the concept of integrated farm to fork food management was adopted Through its wide expert mandates covering both food and the environment thanks to support from its various laboratories and its role as advisor to the Joint laboratories service unit of the Ministry of the Economy ANSES is now in a strategic position to further implement this approach It can play an important role in acquiring and integrating data on microbiological and chemical risks related to plants as highlighted specifically in the last two years by the issue of the potential cocktail effects of pesticides and by major international epidemics In collaboration with its partners the Agency is specifically involved in methodological aspects such as the development of databases on contamination on exposure and composition of foods and assessment methodologies as well as research in partnership with EFSA and risk assessment projects Animal health and veterinary medicinal products In the field of animal health the structure of ANSES is unique in Europe The Agency includes experts in risk assessment the French Agency for Veterinary Medicinal Products ANMV research and reference laboratories and scientific and technical expert appraisal groups This means that ANSES can bring teams together quickly to address emerging health issues The effectiveness of the system is enhanced through training and prevention programmes in regions outside the European Union where risks may emerge or regions through which animals travel These actions are mostly carried out within the framework of projects managed by the Ministry of Agriculture or by supranational bodies such as the OIE and the FAO The Agency is heavily involved with its partners in programmes concerning regulated diseases but also in those on emerging or re emerging exotic diseases and thus pools expertise with its European and international partners Issues concerning veterinary medicinal products are increasingly managed at the European or even international level Within ANSES the ANMV acts as the competent French authority in relation to the European Medicines Agency EMA but also as a collaborating centre of the World Organisation for Animal Health OIE As part of the OIE network the ANMV is a leader in terms of research expert appraisals standardisation and communication of applicable methodologies within its area of expertise The Agency evaluates dossiers on veterinary medicinal products at the European level and is strongly committed to the project to revise EU veterinary medicinal product legislation It is also involved in the system for monitoring antimicrobial resistance and participates in discussions held by expert groups from the EMA and by other groups internationally The Agency sits on the Board of the Med Vet
