    the Flamanville 3 reactor construction EPR News Supervision of the EPR reactor Information notice No 10 Print Mettre en favoris Share on Inspections European stress tests Supervision of the epr reactor ASN s supervision of the Flamanville 3 reactor construction EPR News ASN s supervision principles for the construction of the Flamanville 3 reactor Resources Project concerning the installation of an EPR type reactor on the Penly site Back to news list Information notice No 10 ASN continues inspections at the EPR Flamanville reactor construction site 10 02 2011 5 21 pm Note d information During the second half of 2010 ASN continued its inspection activities at the Flamanville 3 EPR construction site Environmental inspection of the Flamanville 3 worksite In conjunction with the DDTM 1 of the Manche department in the northwest of France ASN performs environmental inspections at the Flamanville 3 worksite and verifies EDF s compliance with provisions of the prefectorial order of 20 October 2006 2 which regulate water discharges and sampling at the worksite until the reactor goes into service Several inspections are performed each year to this effect Thus in 2010 several inspections by ASN confirmed that environmental management of the Flamanville 3 construction site is satisfactory For example the current organisation encourages enterprises at the worksite to limit water consumption and the risks of hydrocarbon pollution EDF has encouraged enterprises to work together to sort waste ASN acknowledges the importance of this approach for maintaining a cleaning worksite but notes that it must nevertheless include strict identification of waste producers Assuming the reactor is commissioned ASN decisions 2010 DC 0188 and 2010 DC 0189 will ultimately regulate water discharges and sampling from the Flamanville 3 reactor when it goes in operation Treatment of construction joints In 2009 ASN observed construction joints 3 at the Flamanville 3 construction site whose surface roughness was inadequate and thus did not comply with ETC C 4 Use of a chemical product not specifically designed for treating construction joints was observed at the worksite ASN required that its use be suspended in August 2009 At the same time ASN requested EDF to perform further studies on the methods for treating construction joints EDF performed several tests on the treatments of construction joints and analysed the results In November 2010 ASN and IRSN met with EDF so that it could present its conclusions on the testing The research confirms that the chemical treatment products for construction joints used today on the worksite result in concrete structures with satisfactory mechanical behaviour if they are applied in compliance with good engineering practice ASN considers that the studies performed by EDF respond to the request made in 2009 but that they should be pursued to better take into account situations at the worksite including difficulty with application and cleaning ASN is currently inspecting EDF s organisation of training of future operating personnel at the Flamanville 3 nuclear reactor EDF is responsible for preparing its personnel for the commissioning and operation of the

    during inspections at the Flamanville 3 site ASN requested EDF to implement an action plan to improve quality of liner welds and while awaiting convincing results to perform radiographic testing on all welds The action plan specified rules for welding conditions and training for welders During their visit on 7 July 2010 ASN inspectors observed that the ergonomics of the welding position of the horizontal weld in question was the primary cause of the new problems They also observed that radiographic testing was not performed as welding work advanced the delay in performing an inspection prevented quick detection of inferior weld quality On the day of the inspection EDF had already temporarily suspended new welding activity reminded those concerned of the 2009 action plan and begun radiographic testing of all questionable welding Repair of areas showing faults has now been completed Welding difficulties caused by the ergonomics of the welder s post had already been identified as one of the main causes of the 2008 2009 events ASN also determined that EDF s treatment of the anomalies detected in 2008 and 2009 was not performed correctly and requested that EDF apply this operating feedback to all welding activities at the site ASN however wishes to emphasize EDF s proactive response in implementing preventive measures following detection of the deviation in June 2010 Important safety related event at Flamanville 2 reactor On 8 June 2010 a worker at the Flamanville 3 worksite partially pierced a concrete block containing one of the 400 kV electric cables supplying the auxiliary transformer 1 of reactor 2 at the Flamanville nuclear power plant EDF s monitoring of activities led to a quick halt to drilling in progress On the same day reactor 2 operators observed a reduction in oil pressure in the electric cable an indication of degradation At the time of the incident reactor 2 was shut down for refueling with nuclear fuel unloaded and sufficient emergency electrical supply for this condition The event was classified level 0 on the INES scale Detailed analysis of the event is under way with lack of information for construction site workers and poor identification of the cable in the area cited as preliminary causes Since 2005 and later during each specific stage of the worksite EDF has identified and analysed risks from the Flamanville 3 site for the two reactors in operation to define and implement countermeasures to assure there are no safety consequences for these reactors After analysis ASN took decisions to control major risks prior to construction ASN regularly performs inspections at the Flamanville 3 site and the nuclear power plant in operation at Flamanville to verify that measures implemented by EDF regarding these risks are in compliance with ASN s instructions Inspections at component suppliers In 2009 and 2010 ASN performed several inspections on suppliers of equipment used for building the Flamanville 3 reactor The inspections are intended to verify that EDF tests and monitors these activities in accordance with the requirements of the

    for their opinion and decided to leave the sheaths as they were and pour the concrete for this lift Inside the Reactor Building April 2010 Following the ASN s request EDF forwarded a fuller subsequent demonstration proving that this non compliance with required tolerances was not detrimental This report is currently being studied by the ASN At the ASN s request and as laid down in rule INB167 51 instituted by ASN decision No 2008 DC 0114 of 26 September 2008 the ASN must from now on be informed of all subsequent concreting lifts for the inner containment wall This will enable the ASN to make spot checks and check beforehand that EDF has implemented provisions to prevent the repeat of anomalies and to check subsequently the measurements made after the concrete is poured Start of mechanical assembly installation activities New activities began at the Flamanville 3 construction site during the second half of 2009 and in early 2010 While civil engineering construction activities continue mechanical assembly work is being carried out installation of supports piping tanks etc with ever increasing numbers of on site workers The ASN s inspections have been adapted to take into Cableways in the non safety class electrical building BLNC account these new activities The interactions between this assembly work and the civil engineering work was covered in various inspections in 2009 and 2010 because any incorrect positioning of the mounting devices built into the structure of the buildings may have consequences on the work carried out by the mechanical assembly teams to position their components In addition the ASN s inspections on 6 November 2009 and 24 February 2010 focused on the organisational Installation of pipework for the hot leg fire protection system January 2010 methods used by EDF to monitor these assembly activities traceability and consistency between documents management of deviations from the documentary reference framework cleanliness management storage conditions incorporation of feedback relating to difficulties encountered in manufacturing the liner These initial inspections demonstrated to the ASN that the organisational methods used to monitor these activities was on the whole appropriate However the ASN noted that cleanliness requirements were not always complied with on site and that particular care needs to be taken in this area Installation of pipework for the Essential Service Water System ESWS Installation of pipework for the Essential Service Water System ESWS Handling operations on a condenser component in the turbine hall Handling operations on a condenser component in the turbine hall Inspections by and reporting to the Reactor Safety Advisory Committee The ASN draws on the opinions and recommendations of a standing committee of experts whenever it is preparing to make its most important decisions The reactor safety advisory committee will be asked to examine the application for commissioning 3 the Flamanville 3 reactor The advisory committee will also issue its opinion on highly sensitive issues prior to commissioning In 2009 for instance the reactor safety advisory committee issued an opinion on the general architecture of the

    construction joints During inspections carried out in 2009 ASN inspectors noted on several occasions construction joints 1 displaying inadequate surface roughness Furthermore during an inspection on 26 August 2009 ASN and IRSN observed the use of a chemical which was not specifically designed for treating construction joints Following this inspection ASN asked EDF to stop using this product and to make an inventory of all the methods used for treating construction joints on the Flamanville 3 site ASN also asked EDF to analyse the consequences of the use of this chemical in the areas concerned At the same time the Authority asked for a comprehensive qualification procedure to be carried out on all the methods used for treating construction joints on the Flamanville 3 site EDF is currently studying these points Deviations from civil works design and construction rules Design and construction rules for civil works on the Flamanville 3 EPR are set out in a document known as ETC C 2 which was closely analysed by ASN and its technical support organisation IRSN during the examination of the Flamanville 3 licence application These rules are prepared by companies in the nuclear industry based on standard practice and applicable standards in other activity sectors They also draw on the experience acquired during the construction of earlier nuclear power plants in France and Germany Deviations from specific ETC C rules must be fully justified and compensatory measures taken to guarantee the same degree of safety During inspections of the construction site and EDF central services ASN observed many deviations from the design and constructions rules for the civil works on the EPR In light of these inspections ASN considers that the identification and justification of such deviations should be more rigorous ASN also asked EDF to check that all deviations from ETC C had been correctly identified Inspection of manufacturing processes for reactor coolant system and secondary system components During manufacturing inspections of nuclear pressure equipment at the manufacturer AREVA NP s site and at those of its suppliers and their subcontractors various deviations were observed many of which are induced by the complexity of the manufacturers declared reference base ASN ensures that suitable corrective action is taken for each case As part of these activities ASN has examined a number of cases concerning the design and manufacture of EPR reactor coolant and secondary system components reactor vessel reactor coolant pumps control rod drive mechanisms pressuriser steam generators piping and valves At the end of 2009 ASN reached a decision on the corrective action proposed by AREVA NP concerning a manufacturing defect found on a steam generator component Based on the results of the requested tests and completed inspections it was decided to accept the AREVA NP proposal to replace the defective component by another which had already been manufactured but did not present exactly the same characteristics During its review inspection of AREVA NP nuclear pressure equipment manufacturing activities ASN observed that key production quality assurance procedures were satisfactory but
