    ASN s supervision of the Flamanville 3 reactor construction EPR News ASN s supervision principles for the construction of the Flamanville 3 reactor Resources Project concerning the installation of an EPR type reactor on the Penly site Supervision of the epr reactor Enlarge the visual The EPR reactor is a pressurised water reactor whose design an evolution of that of the reactors currently in operation in France is intended to meet strengthened safety objectives After the issue of the creation authorisation decree and the building permit construction of the Flamanville 3 reactor began in September 2007 Initial pouring of concrete for the buildings of the nuclear island started in December 2007 Since then the structural civil engineering work has continued and is now nearing completion In 2014 EDF completed the construction work on the inner containment of the building designed to house the reactor and began pre stressing it The installation of components tanks piping pumps cables and electrical and I C cubicles etc is continuing in the various buildings In 2014 the first large components vessel steam generators etc making up the main primary system were brought into the reactor building and welded to the system piping Mechanical assembly work is continuing in 2015 and EDF is preparing for the first start up test phases In parallel with the construction site activities on the Flamanville site the manufacture of systems components and pressure equipment in particular that making up the primary system vessel pressuriser pumps valves pipes etc and secondary system valves pipes etc is continuing The manufacturers are being asked to provide further important justifications concerning the quality of manufacture of the pressure equipment more specifically with regard to the vessel and the vessel head ASN is continuing with its oversight of the Flamanville 3 EPR reactor construction site and the manufacture of the various equipment items intended for it More than two thirds of the inspections carried out on the Flamanville 3 construction site concern technical subjects related to the progress of the work and the ongoing activities civil engineering mechanical assembly electrical systems The other inspections concern more general topics safety management quality management pursuant to the order of 7 th February 2012 organisational and human factors emergency response resources management of contractors etc About one inspection in three is unannounced On the construction site ASN carried out 21 inspections of EDF in 2014 including 6 unannounced These inspections concerned in particular the following technical topics civil engineering especially the inner containment pre stressing activities mechanical assembly activities including pipe welding work in particular that on the reactor main primary system electrical systems assembly activities the organisation defined for performance of the reactor start up tests non destructive inspections and worker radiation protection the organisation and management of safety on the construction site and within the team responsible for the future operation of the reactor protection of the environment ASN also exercises its oversight with regard to labour inspection It takes part in the construction site

    relations outside Europe International Atomic Energy Agency Nuclear Energy Agency of the OECD Other UN organisations Other associations of nuclear safety and radiation protection authorities International Commission on Radiological Protection Section map Home Inspections Supervision of the epr reactor ASN s supervision principles for the construction of the Flamanville 3 reactor Print Mettre en favoris Share on Inspections European stress tests Supervision of the epr reactor ASN s supervision of the Flamanville 3 reactor construction EPR News ASN s supervision principles for the construction of the Flamanville 3 reactor Resources Project concerning the installation of an EPR type reactor on the Penly site ASN s supervision principles for the construction of the Flamanville 3 reactor After receiving ASN s formal opinion the French government issued by a decree dated 10 April 2007 the authorization to create a third reactor unit as a European pressurized water reactor EPR on the Flamanville Site In that context ASN supervises the construction of the reactor in order to ensure that it will fulfil its design prescriptions and prepares the review of the supporting documents for the commissioning authorization application expected to be submitted around 2011 in accordance with Article 20 of Decree No 2007 1557 concerning basic nuclear installations INB Supervising the construction of the Flamanville 3 reactor The construction of the Flamanville 3 reactor encompasses the following the detailed design detailed design studies setting forth the required data for the implementation of structures components and equipment implementation activities activities relating to the manufacturing and assembly of structures components and equipment on the Flamanville 3 Site and in the workshops of nuclear pressure equipment suppliers or manufacturers e g reactor vessel steam generators pressuriser In nuclear safety the prevailing principle is that the prime responsibility lies with the operator i e EDF Consequently the purpose of ASN s supervision is to ensure that EDF assumes fully its prime responsibility and guarantees the conformity of detailed design studies with safety requirements the conformity of implementation activities regarding equipment and the installation in order to assess the overall implementation quality and the impact of the worksite on the safety of neighbouring INBs and the environment ASN ensures the direct supervision of design and manufacturing activities regarding pressure equipment such as the reactor vessel etc notably in the case of Areva ASN is also entrusted with a labour inspection mission on the construction site ASN carries out its supervision activities through a documentary review of detailed design studies an inspection programme concerning EDF s engineering services the worksite and manufacturers In 2008 plans call for approximately 12 inspections on the Flamanville 3 Site 6 inspections in EDF s engineering services and 20 inspections dedicated to the manufacturing of nuclear pressure equipment The number of inspections will be adjusted in relation to the volume and diversity of the planned implementation activities and the lessons learnt from past inspections On the basis of the elements brought to its attention ASN may also decide to perform in depth or unexpected

    of the epr reactor Project concerning the installation of an EPR type reactor on the Penly site Print Mettre en favoris Share on Inspections European stress tests Supervision of the epr reactor ASN s supervision of the Flamanville 3 reactor construction EPR News ASN s supervision principles for the construction of the Flamanville 3 reactor Resources Project concerning the installation of an EPR type reactor on the Penly site Project concerning the installation of an EPR type reactor on the Penly site On the Penly site in the county of Seine Maritime 15 kms north east of Dieppe there is a nuclear power plant operated by EDF It consists of 2 PWR reactors 1 each unit producing 1300 MWe These reactors were set into service in 1990 and 1992 The public debate On January 30th 2009 the French President of the Republic announced that a second EPR electronuclear type reactor was to be built on the Penly site On May 28th 2009 in compliance with the Law of 27th February 2002 2 EDF applied to the French Commission of Public Debates CNDP which on the 1st July 2009 made the decision to organize a public debate on this subject This Law stipulates that the public can take part in the debate and that the topics should cover the appropriateness the objectives and the main characteristics of the project The purpose of the public debate is to inform as wide a population as possible and to allow as many as possible of those concerned to express their opinions the owner the public powers counsellors members of parliament associations experts the local populations the general public etc during the project set up phase before the main characteristics have been determined and in particular before the decree ordering the public inquiry is declared
