    she caught the eye at the Carnaval of Venice of Duke Charles Eugene of Wurtenberg who had three children by her The Duke died and finding herself in Vienna and once more a dancer she became the mistress of Joseph II The Empress Maria Theresa who had no love for her had her expelled from Austria Exiled to the East Indies she returned to France in the company of the Scottish banker Quentin Crawford The two of them refurnished the Hôtel which once again became a festive gathering place for the Ancien Regime society and a hotbed of opposition Close friends of Josephine de Beauharnais the couple grew increasingly open in their criticism of Napoleon after the divorce In 1808 the Hôtel Matignon passed into the hands of one of the best known figures of the first half of the nineteenth century Monsieur de Talleyrand Prince of Benevent and Vice Great Elector Four times a week he gave dinners for thirty six guests prepared in his kitchens by the renowned Boucher As the shrewd diplomat that he was he held a great number of balls in honor of the imperial family In 1811 Napoleon called on Talleyrand to reimburse the city of Hambourg the four millions it had paid him in order to avoid incorporation into the new French department of the Bouches de l Elbe As the endeavor had failed Talleyrand did not consider it necessary to return the sum He was obliged to put the Hôtel up for sale the Emperor had it purchased for 1 280 000 francs but Talleyrand never reimbursed Hambourg In 1815 Louis XVIII traded the Hôtel de Matignon for the Elysée Palace which belonged to Louise Bathilde of Orleans sister to Louis Philippe Joseph Duke of Orleans and wife of the Duke of Bourbon She promptly installed a community of nuns on the premises charged with praying for the souls of victims of the Revolution Her niece inherited the property in 1822 and moved the community to the Rue de Picpus in order to rent out the Hôtel It was next occupied by a picturesque figure Colonel Thorn Originally from the United States and immensely wealthy he spent a million francs redecorating the mansion and gave reception after reception His magnificent lifestyle enabled him to find husbands for his daughters among the finest names in Europe and his son married the sister of Madame de Metternich But the political events of 1848 forced him to return to New York It was planned to place the Hôtel Matignon at the disposal of the head of the executive branch of the new Republic But if General Cavaignac chose to reside there until December 1848 the Prince President Napoleon III preferred the Elysée A short time later the Hôtel was sold to the Duke of Galliera Raffaele de Ferrari member of the Genoese nobility and husband of Marie de Brignole Sale great niece to the Princess of Monaco Together they possessed one of the great fortunes

    entities acting within their ministerial department s field of competence In principle ministers do not hold regulatory power that is the power to dictate general standards except in the administration over their own ministerial department Regulatory power is generally exercised by the Prime Minister who may delegate the exercise of this power to his ministers However the latter must countersign the decrees of the President of the Republic and the Prime Minister pertaining to the areas falling within their competence On the other hand ministers are entrusted with a political mission Their primary role is one of impetus and implementation of Government policy Participation in political life was traditionally part of their activities under the Third and Fourth Republics Now with the exception of election periods during which the ministers are enlisted the political aspect of their activity is limited to the Council of Ministers and Parliament where discussion is opened up on a particular aspect of Government activity The general policy statement The general policy statement is a tradition in the Fifth Republic but is not an obligation laid down by the Constitution Article 49 paragraph 1 stipulates that the Prime Minister can commit the Government by means of a vote of approval by members of parliament on its programme or potentially on a general policy statement The Prime Minister uses this speech to imprint a style and adopt the role of head of the parliamentary majority The Government s commitment is not compulsory when it comes into office Therefore some Governments have never made such commitments and accordingly drew legitimacy solely from appointment by the President of the Republic or as in the case of the ninth parliament 1988 to 1993 because they did not have an absolute majority in the National Assembly However since 1993 all Governments have asked for a vote of confidence by the National Assembly within a few days of appointment In particular several Governments have asked for a vote of confidence by the National Assembly in relation to a special event In total Article 49 paragraph 1 has been exercised 35 times since 1958 Provisions of Article 49 of the Constitution Title V of the Constitution of 4 October 1958 covers relations between the Parliament and the Government Article 34 to 51 2 Article 49 stipulates the arrangements for control by the Parliament including three options for calling into question the Government s commitment before the National Assembly when the Government asks for a vote of confidence on its programme or makes a statement of general policy In the event of a negative vote by the absolute majority of votes cast the Government must resign by the tabling of a censure motion by one tenth of the members of parliament adopted by the absolute majority of the members of the National Assembly The Government is consequently overturned when the Government applies Article 49 3 of the Constitution Members of parliament can table a censure motion and vote on it within 48 hours to
