    of civil society among others It will be the largest diplomatic event ever hosted by France and one of the largest conferences ever organised What is at stake The stakes are high the aim is a legally binding universal agreement that is applicable to all and will effectively fight climate change and accelerate the transition to resilient low carbon societies and economies The future agreement must involve mitigation in other words efforts to reduce greenhouse gas emissions and ways of adapting societies to existing climate imbalances must restrict global warming to less than 2 C must take into account the needs and capacities of each country The agreement should come into force in 2020 and must be sustainable in order to support a long term transformation Each country must publish a national contribution outlining its national efforts as soon as possible and before the COP21 This exercise represents a truly original approach to international climate negotiations France has committed to helping a number of countries prepare their contributions In the lead up to the Paris conference the Secretariat of the United Nations Framework Convention will publish a summary of these contributions Another key aim for Paris 100 billion The commitment of 100 billion a year by developed countries from both public and private sources as of 2020 in order to enable developing countries to combat climate change while also encouraging fair and sustainable development More broadly the Paris conference must send economic and financial players the signals they need to redirect their investment in order to make the transition to low carbon economies Finally a whole range of initiatives are being developed by a variety of non governmental actors including town city and regional councils businesses and other organisations as part of what is known as the Agenda of Solutions
