    Hugues Capet s and his descent s reigns the red banner of Saint Denis protector of the kingdom becomes the King s standard From 1638 to 1790 white was the colour of the royal and marine flags From 1814 to 1830 white was also the colour of the royal army s ensign A Tricolour flag for the French Revolution The three coloured flag was instituted by the French Revolution During the Federation celebration on July 14th 1790 the Champ de Mars was decorated with the tricolor flag The tricolor flag and rosette became the symbols of the living Nation A decree in Pluviôse 27th Year 2 1794 states The banner and national flag will be composed of the three national colours in three equal bands the blue one being attached to the flag hilt the white being in the middle and the red floating The 1815 Restoration hoped to re establish the white flag symbol of continuation with monarchy while the 1848 upheaval tried to establish the red flag as the Republic s standard From then onwards the tricolor was no longer questioned little by little all families and opinions within the French Nation recognized themselves in it Symbols of

    il faut aller plus loin Pour atteindre ces nouvelles ambitions la loi instaure des outils de mise en œuvre de l économie bas carbone les budgets carbone et la Stratégie nationale bas carbone SNBC Ils sont fixés pour les périodes 2015 2018 2019 2023 2024 2028 Les budgets carbone sont les plafonds d émissions de gaz à effet de serre fixés par périodes successives de 5 ans pour définir la trajectoire de baisse des émissions Ils sont déclinés par grands domaines d activité transport logement industrie agriculture énergie déchets La SNBC donne les orientations stratégiques pour mettre en œuvre dans tous les secteurs d activité la transition vers une économie bas carbone et durable Elle a été co construite avec la société civile via une large consultation du public et l association étroite du Conseil national de la transition écologique La SNBC rassemble des recommandations transversales et sectorielles qui tracent le chemin d une économie bas carbone créatrice de bien être de croissance et d emplois Elle fixe un objectif de réduction de l empreinte carbone nationale restée stable entre 1990 et 2012 à cause de l augmentation des émissions associées aux importations Il faut collectivement être vigilant à ne pas simplement délocaliser nos émissions mais à les réduire vraiment Elle permet de mobiliser des financements publics et privés pour la transition énergétique Un label transition énergétique pour le climat permettra d identifier les fonds d investissement qui financent l économie verte d inciter à la création de nouveaux fonds verts et favoriser la mise en évidence dans les entreprises de la part verte de leurs activités Dans le secteur des transports la SNBC vise sur la période 2015 2028 la réduction de 29 des émissions notamment par l amélioration de l efficacité énergétique des véhicules consommant 2 litres par 100km et le développement des véhicules propres voiture électrique biocarburants etc Dans le secteur du bâtiment la SNBC vise une baisse de près de 54 des émissions notamment par le déploiement des bâtiments à très basse consommation et à énergie positive l accélération des rénovations énergétiques la mise en œuvre de l éco conception et la maîtrise de la consommation grâce aux compteurs intelligents Dans le secteur de l agriculture la SNBC a pour objectif une baisse de 12 des émissions grâce à la mise en œuvre du projet agro écologique Cela passe notamment par la méthanisation la couverture des sols le maintien des prairies le développement de l agroforesterie et l optimisation de l usage des intrants Dans le secteur de l industrie la SNBC vise une baisse de 24 des émissions notamment par l amélioration de l efficacité énergétique qui est aussi source de compétitivité le développement de l économie circulaire réutilisation recyclage récupération d énergie et la substitution des énergies fossiles par des énergies renouvelables Dans le secteur de la gestion des déchets la SNBC vise une baisse de 33 des émissions notamment par la réduction du gaspillage alimentaire le développement de l écoconception la lutte contre

    société civile Il s agit du plus grand événement diplomatique accueilli par la France et de l une des plus grandes conférences jamais organisées Les enjeux L enjeu est de taille il s agit d adopter un accord universel et contraignant applicable à tous pour lutter efficacement contre le dérèglement climatique et d accélérer la transition vers des sociétés et des économies résilientes et sobres en carbone Le futur accord devra traiter de l atténuation c est à dire des efforts de baisse des émissions de gaz à effet de serre et de l adaptation des sociétés aux dérèglements climatiques déjà existants devra contenir le réchauffement global en dessous de 2 C devra prendre en compte les besoins et capacités de chaque pays L accord doit entrer en vigueur à partir de 2020 et devra être durable pour permettre une transformation à long terme Chaque pays doit publier dès que possible et avant la COP21 une contribution nationale présentant ses efforts nationaux Cet exercice constitue une grande nouveauté dans les négociations climatiques internationales La France s est engagée à aider certains pays dans la préparation de leur contribution À la veille de la conférence de Paris le Secrétariat de la Convention cadre des Nations unies rendra publique une synthèse de ces contributions Autre objectif essentiel visé à Paris 100 milliards de dollars La mobilisation de 100 milliards de dollars par an par les pays développés de source publique et privée à partir de 2020 pour permettre aux pays en développement de lutter contre le dérèglement climatique tout en favorisant un développement durable et juste Plus largement la conférence de Paris doit adresser aux acteurs économiques et financiers les signaux nécessaires à la réorientation de leurs investissements afin d engager la transition vers des économies bas carbone Enfin de nombreuses initiatives

    développement La Chine a pris 2 engagements majeurs Se mettre au niveau de la lutte contre les émissions de gaz à effet de serre de prendre toutes les obligations que nous nous sommes nous mêmes imposés Accepter que tous les 5 ans nous puissions revenir sur ces engagements pour être bien sûrs que nous n aurons pas plus de 2 degrés de réchauffement de la planète d ici la fin du siècle Ce point là était déterminant La limitation à 2 degrés du réchauffement à la fin du siècle est possible Elle ne pourra l être que s il y a ce mécanisme de révision le monde aura rendez vous avec lui même et vérifiera si d abord les obligations ont été respectées et si on ne peut pas si on ne doit pas les renforcer Lire la déclaration présidentielle commune de la France et de la Chine En conséquence si l échec est toujours possible il convient d être confiant parce que un grand pays la Chine nous a soutenus parce que les Etats Unis sont impliqués dans l accord parce que des pays aussi divers que des pays du Sud comme les Africains que des pays latino américains sont également d accord mais il y a encore quelques points en suspens Lesquels D abord est ce que l on va mettre sur la table les financements qui sont attendus par les pays les plus pauvres Parmi les points en suspens les financements sont une priorité Il faut 100 milliards de dollars par an Nous sommes aujourd hui à 65 milliards Des promesses ont été faites sur 20 milliards de plus par an d ici 2020 Les pays en développement le disent si vous mettez des financements nous pourrons nous engager La France a mis 5 milliards sur la
