    Meeting Burkina China Photos N St Pierre Inria Aïda Ouangraoua began his studies in Burkina Faso Gang Zheng began his in China Their paths crossed at Inria where they both found a stimulating professional and social atmosphere What brought you to Inria Gang Zheng After completing my Masters in information and systems at Wuhan University in China I was looking for a subject for my thesis I had lots of friends who were in touch with French people through exchange programmes with French universities and a number of French companies that have invested in my home town This allowed me to get in touch with Jean Pierre Barbot from ENSEA He suggested a research topic that I really liked which was the synchronisation of chaotic systems using Control Theory I came to France in 2004 and I never left I did a post doctoral project in the Bipop team at the Inria centre in Grenoble then in the Casys team at the Jean Kuntzmann laboratory in Grenoble I had the opportunity to meet the researchers from the Alien project team that were working in my field That s what lead me to apply to Lille where I was appointed in 2009 in this team that became the Non A project team shared with Centrale Lille the CNRS French National Centre for Scientific Research and Lille1 University Up to that point my work was essentially theoretical but by working with Inria I was able to apply my work to robotics Aïda Ouangraoua I came to Inria in the same year as Gang but in a very different way When I was taking preparatory classes in Agadir to try and get a place in a French university I was particularly taken with the subjects that involved working in the laboratory programming That s why I came to the Polytechnique Institute in Bordeaux to become a computer engineer When I was studying I had an internship with Pascal Ferraro at Labri in Bordeaux and he then became my thesis supervisor along with Serge Dulucq That was when I was introduced to bioinformatics which I encountered again with two other mentors during my post doctoral research between 2007 and 2009 at Simon Fraser University in Vancouver then at Quebec University in Montreal These encounters gave me a passion for this field I loved the multi disciplinary aspect I then applied to join Inria to work with other researchers from the Bonsai project team shared with the CNRS and Lille 1 University who I got to know during conferences Is research organised differently here from in your home country or other countries where you have worked Aïda Ouangraoua The research system in Burkina Faso is very similar to in France as it is inherited from colonisation Researchers work especially in fields that are directly related to the needs of the country i e with an emphasis on the social economic and health fields and fundamental disciplines such as mathematics that do not need much investment

  • Joint laboratories and consortiums - Inria
    its presence and strong partnerships on a global scale Inria has positioned itself as a major player in the field of research in computer science and mathematics Privileged collaborations have been established thanks to localised research and development clusters in partnership with local organisations Open to other French and European players under a consortium arrangement as a result laboratories and consortiums have been created and are giving impetus to the project team model in line with the Institute s strategic priorities Africa Middle East Euro Mediterranean 3 3 working towards greater regional cooperation The Euro Mediterranean 3 3 programme Algeria Spain France Italy Morocco and Tunisia is a joint programme run by CIRAD INRA and Inria in partnership with the MESRS the Algerian Ministry for Higher Education and Scientific Research the CNRST the Moroccan National Centre for Scientific and Technical Research and the MESRST the TunisianMinistry for Higher Education Scientific Research and Technology Scientists from the participants public and private research organisations propose a collaborative project on a clearly defined subject based on biennial calls for projects proposed by the participants These collaborative projects known as thematic networks are then selected by the Joint Coordination Committee There are currently ten active thematic networks each including at least one team from CIRAD INRA or Inria at least one Italian or Spanish partner at least two partners from different countries of the Maghreb The aim of this programme is threefold to develop the links of Inria CIRAD and INRA in the Mediterranean region in order to create a Mediterranean area of scientific collaboration in the field of applied mathematics and computer science to structure research collaborations between all Inria CIRAD and INRA research centres their French Italian and Spanish partners and the Maghreb countries in the field of computer science and applied mathematics and to give partners in the Maghreb the means to establish scientific collaborations at the highest level for example as part of Associate Teams or research contracts with the European Commission particularly within the 7th Framework Programme for Research and Development LIRIMA a joint Franco African laboratory Created in November 2009 the LIRIMA international laboratory is the first of its kind Modelled on Inria s project teams it brings together researchers from 7 African countries the Maghreb France and other European countries to work on common projects An African team manager together with at least one member of Inria presents a scientific project and a provisional associated budget The projects are assessed by a scientific committee they are defined for a period of 1 4 years Ten project teams were operational as of January 2010 involving a lot of Inria researchers The institute has expressed a firm desire that the work of these teams should be oriented towards innovation and technology transfer Joint supervision of young PhD students also remains a priority LIRIMA members Inria University of Yaoundé I Cameroon Gaston Berger University Senegal University of Ouagadougou Burkina Faso University of Antananarivo Madagascar Ministry for Higher Education and Scientific

scientists wishing to meet their colleagues from the continent Euro Mediterranean 3 3 working towards greater regional cooperation The EuroMediterranean 3 3 Program aims at strengthening collaborative research projects between scientific institutions of the Mediterranean area by supporting mobilities and organisation of joint meetings The EuroMediterranean 3 3 Consortium is presently composed of 14 partners Algeria The Algerian Ministry for Higher Education and Scientific Research MESRS France Inria INRA CIRAD Italy Politechnico di Milano POLIMI University of Cassino CNR Univ of Pisa Morocco the Moroccan Centre for Scientific and Technical Research CNRST Spain BCAM Univ Deusto Madrid Institut for Advanced Studies IMDEA Univ Malaga Tunisia The Tunisian Ministry for Higher Education and Scientific Research MESRS In order to promote extended exchanges between the countries of the Mediterranean area the Consortium welcomes for the present call for projects the possibility to include in the program partners from Egypt and Greece the Direction of International Affairs of Inria can facilitate the identification of potential partners in Egypt Projects including Egyptian or Greek partners may receive additional funding corresponding to the exchanges planned between Egypt Greece and the partners of the Consortium The projects are selected for a total duration of 4 years with a mid term evaluation Funding will be granted on an annual basis The rule for the mobilities is that each partner supports the travel expenses of its researchers as well as the living expenses of the visiting researchers The applications will be reviewed by independent scientific experts and the final selection will be made by a joint committee made up of representatives from the International Relations Departments and Research Departments of the Consortium s partners SARIMA continuity of thinking SARIMA I was a project initiated by Inria and the ICPAM International Centre for Pure and Applied Mathematics supported by the French Ministry for Foreign and European Affairs and financed by the Priority Solidarity Fund It was run by a Scientific Interest Group GIS SARIMA Active from 2004 to 2008 it relied heavily on the knowledge of the CARI network and aimed to achieve sustainable consolidation of scientific capabilities in computer science and applied mathematics in Africa The programme was a great success In an effort to match the success of SARIMA I Inria is playing an active role in GIS SARIMA II set up in 2010 which comprises 25 French and European partners Switzerland Luxembourg and has set itself the task of creating a SARIMA Foundation under the auspices of the Fondation de France in order to engage industrial partners and raise funds to finance high level jointly supervised thesies for the best mathematics and computer science students in Francophone Sub Saharan Africa thus avoiding a brain drain CARI a non common conference The CARI the African symposium on computer science research is held every two years and brings together African and international researchers working in computer science and applied mathematics Set up by Inria the University of Yaoundé 1 and the United Nations University in 1992 it is supported by other French partners such as Cirad and the IRD and international organisations including the Agence Universitaire de la Francophonie AUF the United Nations University UNU and the ICPAM International Centre for Pure and Applied Mathematics The CARI has rapidly evolved beyond the restrictive framework of a conventional symposium to become a valuable tool for development and high level training supported by a strong scientific and financial partnership between French research centres and international organisations Thus the permanent committee made up of a panel of African researchers and a panel of representatives from partner organisations has developed other activities such as schools the award of post doctoral grants assistance with cooperative projects between African universities and the development of a network of African universities and research laboratories notably through technical support for Internet deployment The experience and network developed through the CARI have been vital in the development of Sarima This event is soon to be funded by African countries and opened up to English speaking Africa A personal account from Rajae Aboulaïch a professor at the Mohammadia Engineering School in Rabat and Assistant Director of Lirima I discovered the CARI through the SARIMA network during the early meetings and during the SARIMA assessment in 2004 The event as well as the SARIMA network gave me the opportunity to find out about what was being done on my continent To be honest for years I focussed on the North and the Maghreb I didn t know what scientists in Sub Saharan Africa were doing Through the CARI and SARIMA I have been able to meet world renowned colleagues from several African countries as well as young scientists full of energy and motivation I have also been able to get to know highly committed colleagues from France and the Maghreb who support scientific development and collaboration with African countries The scientific excellence motivation and enthusiasm of the network as well as the cooperative vision and the mutual respect between participants from North and South motivated me and encouraged me to get involved in the network and to become a member of the scientific committee for the symposium then the local organisation committee for the 2008 edition in Rabat A personal account from Lala Andriamampianina Executive Director of the Higher Education Development Support Fund and Chairman of the Network Information Center Madagascar since 1997 In 1994 I presented my first article for an African symposium I was one of the researchers hired to develop the Internet in Africa and signed the Ouagadougou Declaration At the end of 1994 the IRD installed a RIO network node in Antananarivo and the mg domain name was created The networks of researchers developed through the CARI made it possible to mitigate the problem of geographical remoteness which is a handicap for Madagascar By the

    strong connections with both USA and Canada especially via Associated Teams In addition a cooperation agreement has been signed with MITACS a Canadian network of excellence The USA meanwhile are a dominant power in the field with the private and public sector together spending some 65 billion on ICST research and development They have the ability to attract foreign specialists in advanced technology and to set up new businesses Researchers are naturally drawn towards the United States We are involved in a large number of collaborations with American laboratories but paradoxically they are yet spread out says Aurélie Azar Our aim is therefore both to strengthen existing collaborations and to give them coherence so as to raise their profile We expect that Inria will become even more attractive to PhD students and researchers Our aim is to strengthen existing collaborations and make them more coherent in order to raise their profile In partnership with Berkeley and Stanford Universities Inria has launched a joint research program Inria SiliconValley The aim of the program is to promote and develop scientific collaborations between Inria project teams and American research teams in these two universities and related research institutions in California On the other hand the JLPC Joint Laboratory on Petascale Computing has been set up between Inria and University of Illinois at Urbana Champaign The purpose of the JLPC is to design software for new generation computers such as that being developed as part of the Blue Water project Latin America strengthening collaborations with Brazil and Chile Chile and Brazil and to a lesser extent Argentina have been developing world class centres of expertise in computer science and applied mathematics over the last ten years The economic stability of the first two countries means that education and research can be solidly financed One of the objectives set for South America is to make Inria a more attractive proposition for these excellent students Networking between France and South American countries in the field of ICST and Mathematics is done via the STIC AmSud and MATH AmSud programmes but also through regular bilateral calls for projects In parallel an International Center of Excellence for Competitiveness the Communication and Information Research and Innovation Center CIRIC developed in partnership with nine Chilean universities will begin in 2012 The purpose of the CIRIC is to host and catalyse Inria s collaborations in Chile and interact with Latin American countries It will be open to European and international partnerships CIRIC project to create a centre of excellence in Chile CORFO InnovaChile Corporación de Fomento de la Producción a Chilean government body created in 1939 and tasked with the development and encouragement of national industry launched a programme in March 2009 to create international centers of excellence for competitiveness in Chile The programme aims to encourage foreign organizations to establish a base in Chile in order to enhance research and development and produce advanced technology Inriasubmitted a project together with nine Chilean universities for the creation of a research and
